The Council is the top governing body of BCNU between the union's annual conventions.

Council consists of 25 members - 20 regional representatives (the regional chairs and co-chairs) and the five members of the executive committee (president, vice-president, treasurer and two executive councillors.

Members elect the regional chairs at regional meetings by ballot every two years. Members vote for the provincial executives in provincial balloting every two years.

Council meets regularly to plan and manage BCNU business, and to set policy. Council also develops and administers the Union's annual budget and reports to the annual convention on the Union's financial status.

Council is responsible for developing a strategic plan.  The three year strategic plan lays out the priorities for the union's work.
