Bargaining talks hit impasse with Jill Schmidt Health Services Inc.

On June 24, 1998, after four days of negotiations, the parties bargained to an impasse and failed to successfully conclude a collective agreement.

Outstanding Issues
  • any and all monetary issues
  • no wage increase
  • no pension plan
  • no charge pay
  • no change to benefit plans
  • no increase first aid premium
  • no casual stat pay
  • no increase in vacation
Employer's Position
  • no money available, let's go to the government together, and see what we can get
  • decrease sick bank accrual
Union Position
  • willing to go to government to get extra funding for an agreed upon package and any other additions possible

  • it is unreasonable to have no monetary increase since March 26, 1995

  • it is unreasonable not to have a pension plan of 3%, and it is unreasonable to have a benefit package significantly lower than that of 25,000 nurses in the province

  • also outstanding is the issue of the excluded supervisor (Phyllis Cherry) who BCNU says is an included bargaining unit member. A proposal to resolve this issue without having to go through the grievance procedure was rejected by the Employer at the bargaining table.
Agreed-to items are as follows:
Casual Language
  • casual work will be offered to all casuals evenly based on the number of shifts available; then, any extra shifts will be offered based on seniority
  • no casual will lose a prebooked casual shift to another casual employee
  • vacancies with less than 48 hours notice will be filled based on seniority
  • a probationary period of 120 work hours will be served
Vacancies
  • will be posted at all three sites at the same time with the site clearly indicated on the posting. Those employees at the vacancy site will have first priority for the vacancy with the staff at the other two sites given the next options, if the vacancy remains unfilled
Stats
  • employees will have Christmas Day or New Year's Day off on an alternating basis yearly
Vacation
  • the Employer will respond to vacation requests within two weeks
The parties are looking at replacing the banked sick time system with a Short Term Disability Plan. and at tax advantages for disabled RNs on Long Term Disability.
