BCNU Council charts new course at the top
Changed structure will allocate the former C.O.O’s administrative functions and collective bargaining duties to two executive directors
BCNU Council has determined the direction it will take in filling the senior staff vacancy created by the resignation of the Chief Operating Officer last fall.
Council’s decision follows a review of the roles and functions of the C.O.O and the assignments given to other members of the senior excluded staff. The review was conducted by Council’s personnel committee, along with members of the BCNU provincial executive and excluded staff. Based on that review, the personnel committee made recommendations to Council at its meeting last week.
As a result, Council has decided that the roles and functions of the Chief Operating Officer will be separated and allocated between two positions that will have equal status at the top of BCNU’s staff structure. The administrative duties of the C.O.O position will be separated from the C.O.O’s collective bargaining duties.
An Executive Director of Operations will be responsible for the day-to-day administration of BCNU and the hiring and direction of all BCNU employees. Acting C.O.O Gayle Duteil will assume the role of Executive Director of Operations. Her former position of Director of Labour Relations will be deleted.
An Executive Director of Negotiations and Strategic Development will be the chief negotiator for the union, responsible for collective bargaining, government policy initiatives, and strategy development.
To begin the search for an Executive Director of Negotiations and Strategic Development, BCNU will retain the services of a senior executive search firm. The recruitment process is expected to take up to four months. The hiring committee will consist of the four members of Council’s personnel committee and BCNU president Debra McPherson, vice president Anne Shannon, Gayle Duteil and Micheline Smith, Director of Administration.
To accommodate the new structure, certain workload assignments have been re-allocated to other excluded staff, including the Director of Administration and the Director of Finance, Maureen Maclean.
When the process is complete, BCNU senior staff will consist of the Director of Administration and the Director of Finance reporting to the two Executive Directors, who, in turn, will report to BCNU’s president and Council.
