BCNU Reaches Agreement with PHSA Regarding Transfer of Corrections Care

Continued employment for members and maintaining benefits, service and seniority achieved

BCNU members delivering health care at BC's ten correctional centres will be given priority consideration when applying for replacement jobs with the Provincial Health Services Authority (PHSA), according to a Memorandum of Understanding (MOU) signed by the two parties. PHSA takes over the delivery of correctional health care from Chiron Health Services beginning October 1, 2017.

The MOU details the hiring process to be followed and the way in which vacation, sick leave and other benefits are to be handled for those retained by PHSA.

It secures "first notice and first consideration" for "suitable and qualified" applicants for new positions that PHSA posts on its website. It also commits PHSA "to review the merits of the resume/application in its entirety" in order to determine suitability in cases where the applicant "does not possess the required qualifications for a position".

Qualified nurses working at a particular facility will also get priority consideration for jobs at their facility over applicants from any other facilities.

The MOU states that sick leave credits accrued prior to starting with PHSA are to be recognized and transferred. And it recognizes continuous service for hours worked prior to September 30, as well as prior seniority for the purposes of applying for jobs within PHSA correctional health services after October 1, 2017.

PHSA hires will continue to be enrolled in the Municipal Pension Plan, without interruption of service.

PHSA has agreed to place successful corrections hires on the applicable wage schedule under the Nurses' Bargaining Association Agreement, based on relevant experience level (Chiron members wishing more information on wage grids and other matters, please log in to the BCNU Member Portal).

BCNU is also continuing to negotiate with Chiron Health Services regarding wages up to September 30 and severance payments for any employees who are not ultimately hired by PHSA.
