Bill 18 is now law - LPNs have moved to the Nurses Bargaining Association

The BC Government signed Bill 18 into law on April 13. Bill 18 broadens the definition of 'nurse' in the Health Authorities Act to include LPNs, and moves LPNs into the NBA.

Moving LPNs into the NBA fulfills an important BCNU Pledge. Negotiations to move LPNs from their current contracts into the superior NBA contract will likely begin in early 2014.

HEU, BCGEU and the BC Federation of Labour opposed this important legislation.

Bill 18 will unite nurses to improve practice conditions & strengthen public healthcare

When all nurses negotiate together they have more power to improve practice conditions and strengthen public healthcare.

In 2013 NBA bargaining, BCNU made important gains for nurses such as a better PRF process, stronger language to replace absent nurses, better vacation coverage for community nurses and adding nurses during overcapacity situations.

FBA bargaining wasn't able to resolve any nursing-specific issues.

Bill 18 will affect LPNs in the following ways

LPNs employed directly by health authorities or Providence Health Care

  • transfer from the Facilities Bargaining Association (FBA) into the NBA
  • continue to work under your current Facilities contract until a new contract is negotiated
  • 7,200 nurses in this group voted to join BCNU in 2012.

Community LPNs

  • transfer from the Community Bargaining Association (CBA) into the NBA
  • continue to work under your current Community contract until a new contract is negotiated
  • for the present, Community LPNs remain members of their current unions

LPNs employed by independent facilities that are affiliates with health authorities

  • transfer from the Facilities Bargaining Association (FBA) into the NBA
  • continue to work under your Facilities contract until a new contract is negotiated
  • majorities of LPNs at 49 facilities signed up with BCNU in 2012. BCNU is asking the LRB to hold a vote as soon as possible to bring affiliate LPNs into the nurses' union.
