NBA Retiree Benefit Program Begins LPN Enrolment

Applications now open for eligible LPNs

The Nurses’ Bargaining Association (NBA) Retiree Benefit Program (RBP) committee is pleased to share the finalization of the enrolment process for licensed practical nurses (LPNs) covered by the NBA provincial collective agreement.

Eligible LPN retirees who enrol in the RBP will receive payments of up to $2,000 in 2026. The RBP committee authorized the payments while it awaits the outcome of BCNU’s request to the Canada Revenue Agency for a technical interpretation on the tax treatment of the RBP fund if used to provide health benefits through a health-care spending account.

The payments scheduled for 2026 are lump-sum amounts of up to $2,000, calculated at $1,000 for each year of RBP eligibility. For LPNs, eligibility began in 2024. Those who retired on or before Dec. 31, 2025 and apply by Sept. 30, 2026, may receive benefit payments for the years 2024–2025. Accepted applicants will receive payments either in July 2026 (if enrolled by June 30) or October 2026 (if enrolled July 1–Sept. 30). LPNs who miss the Sept. 30, 2026 deadline will not receive a payout but may still qualify for future payments.

The RBP is a negotiated entitlement under the NBA collective agreement to provide funding for enhanced retirement benefits and inflation protection for retired nurses. The program is funded entirely by a dedicated one-percent market adjustment of employer payroll, collected by HEABC, and transferred to BCNU on behalf of the NBA. 

Funding for LPNs’ participation in the RBP was negotiated during 2022-2025 NBA contract negotiations. Since April 1, 2024, employers of LPNs covered by the NBA provincial collective agreement have been contributing to the RBP fund on behalf of LPNs. Only those LPNs who retired on or after April 1, 2024 and meet RBP eligibility requirements qualify for enrolment.
